I don’t see how the same tool transforms from perfectly allowed to absolutely cheating just because you turn the website into a small window in the corner of the screen that is “always on top” of the game. It seems a pretty minor change for someone to take an interactive map website, and just turn it into an overlay. Others that no one really questions include mouse, keyboard, and audio software, streaming or recording software, etc.

Some such overlays come in-box with Steam, with Windows Xbox Game Bar (part of the Operating System and even has a widget store to get more overlays!), and the GPU driver overlays at a minimum. It doesn’t take anything at all away from your experience of the game for someone else to be using a game-info or map overlay. Projects like that are a sign the game has a vibrant, engaged community that is enthusiastic about the game. I personally think a minimap project should not only be allowed, it should be lauded. But the rigid, ad absurdum reasoning for why it is disallowed, would apply to a great many other “third-party” things that no one seriously believes are against the terms of use. I think it’s fair to say a reasonable person would assume using features in an established, name-brand software like Overwolf will not get them banned any more than using Logitech software or Razer software or Discord. There is some implication of a sort of “reasonable person” standard, where what is meant are the things a fictional “reasonable person” would find to be cheating, hacking, exploiting, modifying the game with third-party software, etc. It seems to me that the “strictest interpretation” one could argue is not actually what is being said or intended by the terms of use.
